im no techy but google should help, found this in like 5 seconds regarding whats too hot for ur cpu

Intel Pentium 4,
Pentium M (notebooks)
Intel Pentium 4 64 - 78°C
There are no specific stats for Pentium 4 CPUs as P4s have an ability to slow themselves down when they are getting too hot and thus, in theory they should never be able to burn themselves out. To get specifics consult Intels specifications for your particular model.

ok, the p4 3ghz range of cpus alrways run at 50ish C or higher; i had one that idled at 64C but it ran perfect; that system is still running although i dont own it anymore; as far as dust under the heatsink if its seated correctly on the chip that cant happen; for the video issues, update all your drivers and also try manually adjusting the settings inside the driver (nvidia and ati both have those utilities in the new drivers) disable anything like force mipmaps, set the quality level to performance or high performance, turn off aa/af and you can also try dropping the resolution down a bit and the refresh rate to give the card an easier time
